Monroe’s residential refuse rates effective May 1, 2026 calculate to $336 per year at the standard one-receptacle row, $216 at the qualifying senior row, and $156 at the qualifying senior-plus-program row.
Those are annual multiplications of adopted monthly rates. They are not complete utility bills, approval decisions, or guarantees that an account has—or may add—a second City receptacle.
The three adopted rows
Ordinance 12,285 publishes a monthly charge for each City receptacle:

The two-receptacle column is only an arithmetic scenario. It does not establish service availability, account configuration, extra-container rules, or any other charge.

These are differences between adopted rows, not promised savings. A reader moving between categories may have a partial billing period, application date, approval date, or other account timing that this table does not model.
Keep five eligibility records distinct
The ordinance describes an approved application and says approval remains valid for two years unless qualifying status changes. Preserve:
- the current application version;
- age evidence requested by the City;
- SSI, Medicaid, or SNAP verification when requesting the $13 category;
- the City’s approval and effective billing period; and
- the two-year end/review date plus any status-change instruction.
Do not submit sensitive benefit or identity records anywhere except the City’s authorized route. This article does not collect or review them.
What the examples exclude
The tables do not include water, sewer, taxes, deposits, penalties, past balances, partial periods, replacement containers, special service, commercial or roll-off rates, or any unpublished account item. They also do not apply in West Monroe or unincorporated Ouachita Parish.
For an actual statement, match the address, service jurisdiction, billing period, category, receptacle count, and each billed line with the current City record. Ask Utility Billing which approval supports the category and when it became effective.
Source and methodology
Local Service Ledger reviewed the adopted ordinance and live City billing route on August 11, 2026. We multiplied each per-receptacle monthly row by one or two receptacles and 12 months, then subtracted like category periods. We did not review an account, application, approval, or bill.
