Lorain County has a current CHIP program page, a 2026 income table, and a County contract record. The same live page also says pre-applications are no longer accepted.
Preserve that status before sending private documents. A funded program is not automatically an open intake, and an income-table match is not a household decision.

The access date belongs beside every status statement because the County says the program may reopen later if available.
Confirm the displayed service area
The County page says Lorain County partners with Oberlin, North Ridgeville, and Sheffield Lake. Its service-area sentence also names unincorporated Lorain County, Avon, Avon Lake, and Amherst.
Do not infer service from a Lorain County mailing address. Record the parcel jurisdiction and ask Community Development to confirm that the actual location and program activity are covered.
Keep the 2026 income table as a reference
The page says households must be at or below 80 percent of median income and publishes “2026 Adjusted HOME Income Limits” for households of one through eight people.
Preserve:
- table title and year;
- household-size row used for an inquiry;
- household-membership rules supplied by the County;
- income period and document list requested;
- secure submission receipt; and
- written County determination.
Do not prorate a row, decide whose income counts, or publish household documents. A shared checklist can list document types without storing values, account numbers, or Social Security information.
The current page closes pre-applications
Under “CHIP PY25 Client Application,” the live page says pre-applications are no longer being accepted and, if available, will reopen later. That explicit status must remain beside the page’s nearby wording about a downloadable application.
The safe reading is not “the form exists, so intake is open.” It is:
- save the closure notice and date;
- monitor the same County authority for a reopening notice;
- confirm the application version and channel after reopening; and
- retain the receipt and later decision.
An old PDF, bookmarked form, third-party post, or contractor solicitation cannot reopen County intake.
Procurement proves a different event
The May 22 commissioners agenda records a $1.6 million PY25 CHIP administration and implementation contract connected to housing repairs and rehabilitation.
That record can establish County program administration. It does not say:
- pre-applications reopened;
- the full amount is available to homeowners;
- a household has reserved funds;
- a particular repair is eligible;
- an administrator selected a household; or
- a contractor may promise an award.
Keep procurement, homeowner intake, eligibility, work scope, contractor assignment, and payment in separate lanes.
What to do when the page changes
If the County later posts an opening, save the complete page or notice—not just a social image. Record the opening and cutoff dates, program year, accepted geography, current application, delivery channel, document list, and contact path. Compare the new notice with the saved August 25 closure record.
Then preserve every later step: submission, missing-item request, inspection, scope, assistance terms, contractor record, permits, completion, and County decision. An intake receipt proves only that the listed materials reached the channel.
