For a driveway apron on a Medina County-maintained road, prepare the location for inspection before assuming a permit can be issued. First confirm the maintaining authority: a Medina mailing address does not establish County control of the road.

The County’s application instructions say applications are not accepted by email and processing may take up to ten days depending on complexity, research and inspection. That is not a guaranteed approval date.

Fill the applicant portion; leave the inspection result to the inspector

The currently linked driveway form carries an 8/15 revision marker. It asks for the road, township, location, driveway width, use and surface, then separates the inspector’s installation report.

Do not copy a neighbor’s pipe size into the inspector’s section. For the same reason, a blank downloaded form or completed application is not an acceptable-installation record.

The manual is still referenced—not automatically obsolete

The Permit Department says its procedures and specifications follow the Highway Use Manual together with other applicable standards. The available manual file includes “2003” in its filename. That label is a reason to confirm the version, not evidence that the County stopped using it.

Its driveway section and instruction appendix describe staking, a site check and issuance before work. The inspector determines site-dependent drainage details. Ask which current profile and permit conditions apply before ordering materials or setting a construction date.

One specific difference to resolve: permit duration

The manual describes a normal ninety-day completion period. The department’s current fee list shows both one-year and three-month driveway categories. LSL cannot select the category from a brief project description.

Ask the Permit Department to identify:

  • the applicable fee category and any review or inspection charges;
  • the actual issue and expiration dates;
  • the required drawing/profile and drainage conditions;
  • which inspections and notifications the work needs.

The manual also states that conditions on the permit’s face apply when inconsistent with its general provisions. Keep the issued document, not merely a screenshot of the fee list. Do not assume an expired approval continues while work is unfinished.

Before covering work, agree on the inspection point

Ask when the inspector needs to see the installation and what must remain visible. Keep the result and any correction instructions. At completion, obtain the signed acceptance or other final record required for that permit; a site visit alone does not establish issuance or final acceptance.

This guide does not reproduce old dimensions as a design prescription or infer that every township, municipal or state road uses the County route. For a larger property project, separate zoning, building and infrastructure approvals.
