The first Wayne County permit question is which locality governs the property? The County lists Congress Township in its township CAP route and the Village of Congress in a different residential-code category. Using “Congress” alone can send a reader to the wrong row.
After identifying the locality and proposed use, obtain the current forms from the County directory. The CAP linked in September is different from the March file this article previously cited. Zoning, CAP approval and a building permit remain separate decisions.
Match the locality and work classification
The County locality page provides these starting distinctions. Its township instruction concerns building projects, with details to be checked in the CAP materials—not every activity on a property.

The residential no-CAP list names Apple Creek, Burbank, Creston, Doylestown, Marshallville, Orrville, Rittman, Smithville and West Salem. The commercial list differs and includes Dalton’s building-certificate note. A locality absent from a displayed list is not automatically exempt or covered by another row. Ask County Building at its listed 330-287-5525 or the relevant local office to resolve the address and scope.
These County descriptions do not erase separate zoning, road, drainage, floodplain, sewage, well, plumbing or utility requirements. A postal place name and a contractor’s address are not substitutes for the project’s governing locality.

Use the County permit directory: open CAP Forms for the current CAP and Residential for the building/electrical/HVAC application. On September 12, the actual directories linked a July 8-named CAP file and a v20 residential file. Older URLs still return documents, so a successful download alone does not establish that a form is current.
The two forms collect different information:

Keep the same project description across the submissions, but do not fill an approval box to make the two forms appear complete. A requested waiver or an application signature is not an approval. Ask staff which attachments and separate agency responses belong with the current submission.
The current CAP’s printed approval block names Wayne Soil & Water Conservation District. Our former description of multiple agency signoff rows referred to the older form. Their absence from this form does not prove other agencies no longer have requirements. The County’s agricultural notice, for example, explicitly preserves them.
The dates and version numbers above identify filenames. They are not verified publication dates; even the PDFs’ internal titles retain older labels. Follow the current directory when preparing an application and retain the exact submitted file.
Agricultural work is a separate determination
The County notice says that from July 26, 2025, structures 200 square feet or larger that the Building Department deems agriculturally exempt need a CAP through SWCD. For that branch it describes no CAP fee or stormwater practices, while keeping all applicable approvals from other County offices and departments.
That is not an acreage-based exemption an applicant can award themselves. Ask Building about the exemption and SWCD about the required CAP; the notice lists SWCD at 330-263-5376. A form’s agricultural checkbox does not replace those determinations.
A permit still does not settle renovation-debris disposal
For a renovation, keep removal responsibility in the written work scope and obtain the receiving program’s answer for the actual material. Roof covering, metal trim, drywall and paint should not disappear into a single unspecified “debris” allowance. Record who removes it, the proposed destination and what acceptance remains unconfirmed before comparing proposals.
Neither County form supplies a waste-acceptance decision. The earlier separate renovation ledger cited Brunswick merely as an out-of-county example; Brunswick’s collection rule cannot establish a Wayne County destination. This guide does not recommend a facility or classify a hazardous or mixed load.
Review scope
LSL reread the complete County locality and permit pages and checked their actual directory links on September 12. Both pages of the current CAP and the complete one-page residential form were reviewed as text and rendered images. We compared applicant and office fields, distinguished township/village entries and replaced superseded source selections.
No property, private application, agricultural exemption, fee, plan, material load or approval was evaluated, and no office was contacted. The five-city contractor guide addresses a different question: credential and local-registration checks before hiring, including Wooster’s own process.
Publication history: on September 12, 2026, “Wayne County renovation scope and debris records” was consolidated into this guide. The distinct removal-responsibility question remains above without importing another city’s disposal rule.
