For a Northeast Ohio Regional Sewer District residential stormwater credit, the useful record is not a receipt for a rain barrel. It shows the eligible property, the roof area served, the downspouts connected, the storage provided, the installed overflow and drainage route, local approval where required, maintenance, and the submitted application evidence.

The Sewer District offers several residential stormwater-control routes. This guide is limited to roof runoff directed to rain barrels, cisterns, rain bladders, or other on-site storage. It does not say that every Northeast Ohio address is in the program.

Verify the property before designing the measure

Start with the account or parcel that carries the stormwater charge. Record the owner and occupant, service address, current bill, and the program source used to confirm eligibility. The current individual residential application asks for applicant information and the selected control measure; the program, not an installer, decides whether the property and application qualify.

Next contact the municipality. The Sewer District’s property guidance tells readers to check with the local building department for applicable codes and ordinances before installing the described options. Preserve the office, question, response, and date. Regional credit standards do not replace community rules for downspout disconnection, landscaping, setbacks, building work, or zoning.

Map the roof before selecting storage

The linked Stormwater Fee Credit Policy Manual describes a residential on-site storage route using the portion of total roof surface connected and storage at each downspout. Its published example refers to at least 50 percent of total roof area, including the garage, and at least 40 gallons per downspout, or alternate storage sized under the stated method.

Those numbers belong in a dated program record, not a universal shopping rule. The manual is older than the current web application. Confirm the current standard before purchase and do not rely on this article to size a private system.

Draw each roof plane and label its outlet. Keep actual square feet, the share of total roof served, downspout count, gallons per device, and total storage in separate fields. Do not add incompatible units or count a garage only when it helps an application.

Design the full-container route too

A storage device fills. The manual says an overflow or bypass should move excess water without causing erosion, property damage, or overflow onto a neighboring property. That means the estimate needs an endpoint, not just a barrel and diverter.

Record the distance and direction from the foundation, slope and receiving surface as observed, property boundaries, and any pipe or drainage feature that would be used. Send that information to the municipality or responsible authority. Do not assume a visible inlet, buried pipe, ditch, street, or neighboring low point is an approved destination.

The manual also describes a drainage-time window and mosquito controls. Preserve the current standard, the date and time after rainfall when the device was checked, and any screen or lid maintenance. A device that remains full cannot provide the same capacity for the next event.

Winterization is part of the credit record

Northeast Ohio freezing conditions make seasonal configuration an essential local handoff. The manual directs users to disconnect storage for winter, return the downspout to its original configuration, remove hoses and mesh screens, drain the container, and store it in a way that prevents water entry when possible.

Create two labeled photographs: operating-season configuration and winter configuration. Record the date changed, the outlet used in each condition, and who confirmed that both routes comply with local requirements. “Disconnected for winter” should not mean the downspout now releases beside the foundation or across a walkway.

File what was installed, not what was advertised

The current application asks for measure-specific information, including connected downspouts, storage volume, and an installed photograph. Depending on the measure, it also calls for a worksheet or calculation (residential application).

Before submission, compare the application sketch with the installed device count, labels, volumes, overflow, and roof map. Save the form version, attachments, submission confirmation, program questions, revisions, and final decision. If a gutter or downspout is later moved, determine whether the application record must be updated.

A bill credit is a program result. It is not a warranty that the drainage design is safe, code-compliant, or maintenance-free.
