A City of Medina electrical permit and an Ohio Edison service request do different jobs. The City’s application even provides an Ohio Edison work-order field, marked “if applicable.” Do not schedule an upgrade on the assumption that submitting one request completes the other.
This guide concerns City of Medina projects using Ohio Edison service. A Medina postal address alone does not establish either jurisdiction or provider.
Start with the job, not the panel purchase
Have the electrician describe the proposed work before arranging an outage. The City form distinguishes a service change/upgrade from an additional circuit, temporary service and other work. It asks whether drawings, specifications or plans are submitted and identifies the applicant and contractor registration. It does not provide a dedicated existing/proposed-amperage field. For an overhead-service upgrade, the utility’s Ohio guide requires advance contact for instructions and applicable charges. Its requirements can affect equipment location. Who needs to hand what to whom?

An issued permit is not the last handoff
The applicant’s signature accepts responsibility for requesting required inspections. If the job is ready but the inspection has not been requested, the issued permit does not resolve that missing action. The Building Department lists 330-722-9030 for its administrative contact.
The utility guide requires inspection before reconnecting overhead or underground upgrades. A City approval still should not be treated as a booked utility visit: ask who transmitted it and what the utility needs next. Ohio guide, §§3.9 and 3.12
Before an arranged outage, write down the electrician’s contact, City permit number, utility reference and agreed reconnection contact. This small handoff sheet is more useful than assuming everyone can see the same system.
