KUA’s current residential records do not support one universal “move-in fee.” A credit review can change the deposit, the City of Kissimmee sanitation charge applies only where applicable, and field-trip or after-hours charges require additional conditions.
Using the KUA tariff effective January 1, 2026, selected service-start charges add to $15 when a deposit is waived, $355 with the tariff’s minimum deposit, $375 when that minimum-deposit scenario also receives the applicable $20 City sanitation charge, or $555 in an illustrative scenario that also triggers both reviewed $100 conditional charges.
Those are planning scenarios, not quotes or complete first bills.

The figures come from KUA’s January 2026 tariff. The official rates-and-fees page is the route to check for a newer effective schedule.
The tariff’s $15 initiation or service charge is counted once in each example. The calculations do not stack initiation, transfer, and vacant-location turn-on as though one new account experiences all three.
Four reproducible scenarios

Scenario D excludes the $20 sanitation charge so the two conditional $100 entries remain visible. If sanitation also applied to that hypothetical account, the selected total would be $575, but that combination is not presented as normal or likely.
All inputs are whole-dollar tariff amounts, so the sums are shown to the nearest dollar. The four rows are document scenarios, not observations from a sample of customers.
Scenario A: credit review waives the cash deposit
KUA’s start-service page says a credit review may waive the deposit. Under that condition, the selected arithmetic is:
$0 deposit + $15 initiation = $15
“May” matters. This is not a promise that a reader qualifies. The tariff also describes a customer-guarantee route subject to KUA terms. Ask KUA what current evidence is needed and retain its decision; do not treat a third party’s assurance as acceptance by the utility.
Scenario B: the minimum deposit applies
The live page says residential deposits begin at $340. The tariff is more specific: the deposit is the greater of $340 or two times the residence’s average monthly bill over the prior 12 months.
If the $340 minimum is the actual deposit:
$340 up front + $15 on the first bill = $355 across stages
The phrase “across stages” prevents $355 from being mistaken for one up-front payment. A residence with a higher historical average can produce a deposit above this scenario.
Scenario C: City sanitation applies
Where the tariff’s $20 City of Kissimmee sanitation charge applies:
$340 deposit + $15 initiation + $20 sanitation = $375 across stages
An address in Kissimmee or Osceola County does not by itself prove that this charge belongs on the account. KUA must determine applicability. The calculation also does not include recurring sanitation service or other agency charges.
Scenario D: a field trip and after-hours request both qualify
The tariff lists a $100 field trip and an additional $100 for same-day service paid after 5 p.m., if that service is available. With the minimum deposit and one $15 initiation charge:
$340 + $15 + $100 + $100 = $555
This is a boundary illustration, not a standard start cost. It does not establish that a field trip is needed, that after-hours service is offered on the requested day, or that KUA will complete service that day.
Documents to prepare and retain
The start-service page directs customers to the online portal and lists:
- government-issued photo identification;
- a lease or proof of ownership; and
- a management agreement when applicable.
Retain the application receipt, address used, document-submission confirmation, credit or deposit decision, deposit receipt, first bill, and any field-service request and completion record. Mask sensitive identity and account information before sharing the file beyond the household or KUA.
What every scenario excludes
None of the four totals includes:
- electric consumption or recurring base charges;
- taxes, franchise charges, or other riders;
- recurring sanitation or other-agency service;
- past-due balances, reconnection, or account-specific adjustments;
- a deposit above the $340 minimum;
- any charge not listed in the selected records; or
- the timing or availability of energized service.
Method and limitations
Local Service Ledger collected the KUA tariff, rates route, and start-service page on August 10, 2026. We classified each selected amount by stage, added four scenarios, and kept address-dependent and conditional charges labeled.
We did not access an account, test the application portal, calculate a residence’s historical average, receive a credit decision, inspect a bill, or sample customer outcomes. Recheck the current tariff and obtain an address-specific decision before paying or scheduling a move.
