Seminole County’s Midway Drainage Improvement Project has moved from a four-phase study recommendation to three bid-package design rows and now to eight smaller construction sub-phases. Those labels are source-dated stages, not interchangeable names.
The current project page identifies CIP 01907077, lists four phases that began construction, and separates four future phases. It does not establish that the project is finished or that completed work has produced a measured flood outcome.

Do not convert the 2021 concept into current construction scope or map “Bid Package 3” to a current phase without a County record that makes that connection.
Four phases now have construction-start records

The three stated amounts add to $10.5 million:
$2.4 million + $2.6 million + $5.5 million = $10.5 million
That is a subtotal of three named phase amounts. It excludes Phase 1E and every future phase and is not a total project cost, award, or amount spent.
The milestone calls the initiative more than $30 million in proposed improvements, with federal, state, and local funding sources including the Penny Sales Tax. The proposal figure and the three-phase construction subtotal do not share a complete, comparable accounting basis, so this report does not subtract one from the other.
Source-dated updates are not current traffic proof
The current page contains a July 2026 Phase 1A update about restoration and preparation for more drainage structures. It also carries:
- a June 2 notice describing a roughly six-week Jitway Avenue closure for Phase 1B; and
- a July 20 notice describing daily Hughey Street closures for roughly two weeks for Phase 1E.
Those forecast windows had elapsed by the August 11 access date. Elapsed time does not prove that a road is open, closed, delayed, or complete. Use the County’s current traffic record before travel.
Four future phases remain separate
The current page describes:
- Phase 2C in right-of-way acquisition after stated design and permitting completion;
- Phase 2A in right-of-way acquisition;
- Phase 1D in right-of-way acquisition; and
- Phase 1C being prepared for construction-contract bidding after stated design, permitting, and right-of-way work.
“Design complete,” “right-of-way acquisition,” and “prepared for bidding” are different project stages. None is a construction-start or completion record.
What a later status check should collect
For a phase-level update, record the phase name, street/asset scope, source date, contract identifier, current traffic notice, construction start, accepted completion, final amount, and any measured performance report. Keep unknown fields blank rather than borrowing them from another phase or the old study.
Source and methodology
Local Service Ledger compared a 2021 County study, April 2025 CIP ledger, May 2026 milestone, and current project page on August 11, 2026. We aligned the source-specific phase structures, added only three explicitly published current phase amounts, and treated elapsed closures and forecast completions as unresolved. We did not inspect the site, audit contracts, observe flooding, or determine construction quality or completion.
