For a Clearwater utility problem, the most useful distinction is urgent dispatch versus account service. Public Utilities’ administrative office says it cannot access customer accounts. Sending a billing question there—or putting an urgent leak into an ordinary online ticket—can send the request to the wrong place.

Do not delay an urgent report to assemble photographs or paperwork. The table routes a report; it does not diagnose a condition, identify who caused it or promise a response time. For an immediate threat to life, use emergency services.
An emergency response does not settle the bill
Once an urgent condition is addressed, a later account question belongs with Customer Service. Give the incident date and any reference number, then identify the billing period and the outcome you are requesting. A field visit, repair receipt and adjusted bill are different records; one does not establish the others.
For a disputed charge, this LSL preparation note can keep the inquiry focused:
- “My question concerns the statement dated ___ and the line item ___.”
- “The relevant service event occurred on ___; the reference is ___.”
- “Please explain the charge or tell me what documentation is needed for review.”
Keep account numbers, identification and payment details out of public-facing reports. The note is not a claim form or a promise of adjustment eligibility.
Check the channel’s availability
The billing hub lists weekday operations from 8 a.m. to 5 p.m. and in-person lobby service only until 4 p.m. Those hours are separate from the 24/7 emergency line. For an account matter, use the live hub to choose phone, email or the relevant service order. Current billing routes
