A Pinellas window, exterior-door or impact-shutter replacement file should have one row for every opening. That row should connect the room or wall location to the proposed product, the exposure source, the exact Florida approval record, the County permit and the final inspection result.

A quote, approval-number search result or paid permit application is not closeout evidence. First confirm that Pinellas County—not a municipality—is the building official for the address.

Confirm the permit office before filling the form

The County’s permit application guidance routes applicants through its address and building-department check. Pinellas County does not serve every incorporated place through the same office, even where a County form appears in a search result.

Preserve:

  • the address and parcel reference used;
  • the boundary or office lookup result;
  • the responsible building department;
  • the date checked; and
  • any municipal preapproval or handoff the responsible office requires.

Palm Harbor is a useful unincorporated example, but an address still needs confirmation. Do not transfer this workflow to Clearwater, St. Petersburg, Largo or another municipality solely because all are in Pinellas County.

Number each opening once

Pinellas provides a dedicated form page and says to upload the completed document to the Access Portal application. The linked opening form requires a layout that identifies and locates each replacement window, door or shutter.

Draw a simple floor or elevation outline and assign stable labels such as W-01, D-01 and S-01. Use the same labels in the proposal, product schedule, form, plan revision and inspection notes. If the scope changes, mark a new revision instead of quietly renumbering the remaining openings.

Treat exposure as a sourced field

The County form describes exposure categories using distance from the shoreline of open water and points applicants to a map and reference diagram. This article does not assign a category or calculate a distance.

Save the map or measuring source, measurement endpoints, access date and County answer used for the application. A neighborhood name such as “coastal,” “inland” or “Palm Harbor” is not the evidence. If the map, project professional and County record disagree, resolve the difference before ordering around an assumed value.

Match the product, not just the FL number

The Florida Building Commission’s product search accepts the FL number, code version, manufacturer, category, subcategory and status. Open the result and compare the exact model or series, opening type, dimensions, design limitations, installation method and current application status with the proposal.

Keep a dated copy of the result and its referenced installation instructions. The same manufacturer can have multiple approvals, and an approval family can contain limits that do not apply to every size or configuration.

Do not rewrite a contractor’s FL number into the file without checking the public record. Conversely, finding a number does not mean the County accepted it for this opening.

Preserve every portal state

Build a short chronology:

  1. application created;
  2. layout and product schedule uploaded;
  3. intake accepted or corrections requested;
  4. revised documents uploaded;
  5. permit issued with accepted scope;
  6. work and inspection requested; and
  7. result entered and permit closed.

The County’s inspection page explains how to schedule and view results using the permit record. Save the inspection type/code requested, scheduled date, actual visit or virtual event, result, correction note, reinspection and final status separately.

“Scheduled,” “performed” and “passed” are three different statements.

Reconcile the file before work and after inspection

Before installation, compare the delivered labels and product documents with the accepted opening schedule. A substitution needs the approval and permit path the responsible professional and building office require; it should not be hidden in an invoice.

At closeout, verify that each opening has:

  • the same stable label across the accepted form and final record;
  • the installed product identifier and supporting approval;
  • any required fastening or installation evidence gathered safely;
  • the inspection result and resolved correction; and
  • the final permit status.

Photographs can document visible labels and completed conditions, but they do not replace an inspection result or authorize anyone to expose unsafe work.
