Tampa’s water and wastewater Customer Assistance Program is a sequence, not a single form. A useful record starts with the correct City account and current eligibility boundary, then carries the submitted application into the City’s decision, the required conservation step, and annual recertification.
The City’s Payment Assistance Programs page also offers payment extensions and monthly payment plans. Keep those short-term account arrangements in a separate lane: a payment-plan request is not a CAP application, and neither one proves the other was approved.
Build this seven-stage CAP file

The current page says CAP waives monthly water and wastewater base charges for qualifying account holders. Preserve that wording. It does not say usage charges, taxes, penalties, prior balances, stormwater, solid waste, or every other statement line disappears.
Use the live threshold, not a copied table
The City currently says a household may apply when it falls within 50 percent of area median income and warns that HUD limits change annually. A screenshot or printed table from a prior year can therefore misstate the operative boundary.
On the filing date:
- Open the live assistance page.
- Follow its current income-limit link.
- Record the access date and applicable household-size row privately.
- Use the City’s current application route.
- Save the submission confirmation without publishing account or household details.
The City-hosted CAP application contains applicant certifications and authorization for eligibility verification. Read those statements before signing. Retain a private copy of exactly what was submitted; an editorial checklist cannot tell the City what evidence to accept.
Approval still has two follow-through records
The current City page identifies two actions for an approved participant. First, complete the conservation requirement through the brief survey available online or by mail; the City says it will mail a water-conservation kit. Second, complete annual recertification through the Tampa Housing Department.
Put both on a dated calendar. If the survey, kit, or recertification notice does not arrive, use the contact route on the current City page and retain the case or response. Do not assume an earlier approval silently carries into a new year.
If a final notice is already present
CAP research should not delay an urgent account response. The City directs customers seeking more time to its payment-extension or monthly-payment-plan routes and tells a customer with a final notice to contact the Utilities Call Center to confirm billing information or make arrangements.
Open two records if necessary:
- an immediate account-resolution log with calls, portal requests, terms, and deadlines; and
- the longer CAP application-and-renewal file.
That separation makes the evidence auditable. It also prevents an application receipt from being mistaken for protection from interruption or a payment arrangement from being mistaken for continuing CAP enrollment.

Local Service Ledger reviewed the current assistance page and City-hosted application on August 12, 2026. We normalized the process into seven evidence stages and excluded private applicant data and stale income figures. We did not review a customer account or determine program eligibility.
