A home-building permit does not have one Jackson-metro starting point. Inside the City of Jackson, start with the City. Where Rankin or Madison County is the building authority, use that County’s current process. Confirm the boundary before collecting forms.

City of Jackson: identify the work and trade lanes
Jackson’s permit page lists construction, alteration, repair, demolition, occupancy changes, and building-trade categories. Send the City a written project description and ask which applications, plans, inspections, and final records apply. A general category list is not a private permit decision.
Rankin County: coordinate property and utility inputs
Rankin County’s current permit requirements assemble several systems before approval. For covered work, the document calls for an assigned address, waste account, onsite-wastewater record where applicable, water coordination, deed/legal description, plans, contractor information, flood check, and final inspection conditions. The Community Development page is the current confirmation route.
Because municipal or approved community sewer changes the wastewater input, a generic “septic required” line would be wrong. Record the actual provider and County response.
Madison County: plans meet address and service records
Madison County says its Planning and Zoning Department administers County building permits, inspections, zoning, and flood-damage prevention. Its residential guidance describes license or owner evidence, plans, an E-911 address record, water verification, and onsite-wastewater documents when public sewer is unavailable.
That guidance does not establish the process inside every incorporated municipality in Madison County. Confirm the authority first.
Attach six answers to each estimate
Require every bidder to use the same six rows:
- verified property jurisdiction and source;
- responsible permit office;
- address and ownership evidence;
- plan set and professional-design requirements;
- water, wastewater, drainage, and flood handoffs; and
- inspections and final certificate or release.
Leave unresolved items blank rather than letting a bidder fill them with an assumption. Once the authority responds, update every estimate against the same record.
