For a new residential building in Pearl, the City’s submission instructions place several documents before the foundation inspection or concrete pour. Leaving them until the end can disrupt the construction schedule.
This guide focuses on that coordination problem inside Pearl, Mississippi. The Community Development department must confirm what applies to an addition, renovation or other different scope; the new-home sequence is not a universal repainting checklist.
Plan the foundation around the required evidence
The City’s residential-plan process names the following handoffs. LSL has grouped them by the activity they precede.

Use a simple planning annotation for each applicable item: responsible party ___ / promised delivery ___ / City receipt or response ___. Do not treat a test order, booked survey or contractor assurance as the submitted document.
The source also lists foundation, framing, electrical, plumbing and mechanical plans, with heat loss/gain information for mechanical work. It calls for a survey in the stated non-subdivision case and specifies actual elevation information. Have the responsible design professionals and City resolve those technical requirements; this article does not establish a site’s elevation or suitable foundation.
Contractor readiness is another dependency
The residential instructions separately address the general contractor’s license and bond when the contractor obtains the permit, City licensing/bonding and permit participation for subcontractors, and a preconstruction meeting for contractors new to Pearl.
Ask the project lead which of those conditions remain outstanding before assigning a start date. An uploaded drawing does not establish that the contractor and trade requirements have been satisfied.
When the development ordinance becomes relevant
The Official Development Ordinance, Article 1, addresses land-development and subdivision approval. Its compliance section connects approved, recorded plats with building-permit issuance and also contains a case-by-case conditional-permit provision. A general statement that no permit can ever precede a final plat would omit that qualification.
If the site has an unresolved subdivision or development approval, ask Community Development how it affects the proposed building permit. Do not assume a routine interior repair requires creating a new subdivision file.
