Monroe Ordinance 12,293 adopts a five-year capital program for May 1, 2026 through April 30, 2031 and appropriates the first-year capital budget described in the attached program. The City Council route is useful for legislative records; Project Management is a starting point for implementation records. A project can move through these stages on a schedule different from another item in the same program.
Why this article does not state a program total
The ordinance relies on an attachment for project-level amounts. Without a verified complete attachment and any amendments, summing selected figures could omit projects, duplicate funding, or confuse multiyear planning with first-year appropriation. No total is calculated here.
The record also contains wording that should be checked against the signed ordinance and attachment before quoting an operative date or fiscal label beyond the dates stated above. Transparent uncertainty is more useful than quietly choosing one version.
Questions for one listed project
Ask for the exact program line, current appropriation, funding source, design status, procurement record, contract amount, approved changes, payments, schedule, and closeout. Identify the date of each answer. “In the capital plan” should never be rewritten as “under construction.”
