Cuyahoga County’s dated 2026 announcement and Step Forward’s linked energy-assistance guide give September 30 as the Summer Crisis end date. Step Forward’s general FAQ still displays August 31 for Summer Cooling. As of September 20, that inconsistency remains: contact the local intake provider now to confirm appointment and document deadlines rather than treating either calendar as proof that a slot is available.

An application file should never contain only the appointment confirmation. Eligibility and benefit decisions happen later.
Record the 2026 program window accurately
The July 30 County announcement states that the 2026 program runs July 1 through September 30. It describes possible assistance with an electric bill, an air conditioner or fan, or central-air-conditioning repair.
Those are possible program actions, not a menu an applicant can select and guarantee. Equipment, repair, and bill assistance remain subject to the program’s household, funding, and benefit decisions.
The same announcement identifies several possible triggers, including low-income household status and circumstances involving disconnection, shutoff, new electric service, air-conditioning need, a household member age 60 or older, or a documented medical condition. Record which route the applicant is using and the evidence for it; do not combine all triggers into a larger claim.
Keep the income standard as a source field
The County announcement publishes an income ceiling of 175% of federal poverty guidelines for households of up to seven and 60% of state median income for households of eight or more. It gives a four-person annual figure as one example.
This article does not reproduce an eligibility calculator. Household composition, income period, includable income, and current program rules require an official determination. In the ledger, record:
- the exact standard shown on the dated source;
- household size;
- proof period requested by the provider;
- each document submitted; and
- the written determination.
Avoid putting Social Security numbers or financial records in an ordinary shared spreadsheet. The ledger can list document types and secure receipt IDs without copying sensitive values.
Prepare the broader County document set
The County’s current announcement tells applicants to bring recent energy bills, a household list, income proof for the last 30 days or 12 months for each household member, and citizenship or legal-residency proof. It also lists conditional disability and physician records.
Step Forward’s utility-assistance page offers a smaller starter list—photo ID, income proof, utility bill or account number, Social Security numbers, and other conditional records—and directs readers to its full checklist.
The linked HEAP checklist adds specifics: income records for household members age 18 or older, a 12-month period for seasonal or self-employed income, and identity and citizenship documentation. It warns that missing documents or arriving more than 15 minutes late can require rescheduling. Confirm which records apply before the appointment; the public starter list is not a completeness determination.
Schedule first, then use the secure upload route
The County directs Cuyahoga applicants to Step Forward for an appointment. Step Forward’s HEAP FAQ says crisis assistance is appointment-based and provides both online and telephone scheduling.
It also says required documents must be uploaded through the scheduler at least five days before the appointment. Applications and personal financial records are not accepted through agency email. Save the secure upload receipt rather than a sent-email screenshot.
The FAQ says new appointments are released at 8 a.m. on weekdays; cancellations may create other openings. Call 216-480-4327 for scheduling, or press 0 for a navigator when help is needed. Availability still changes. A program window can remain open while a particular appointment time is unavailable.

The discrepancy is within Step Forward’s own resources as well as between its FAQ and the County notice. We have not obtained an agency explanation or confirmation of a particular appointment. The guide’s separate annual HEAP/PIPP mail and online routes are not substitutes for its crisis appointment requirement.
When contacting intake, ask three separate questions and record the response:
- What is the last date to obtain a 2026 Summer Crisis appointment?
- What is the last date to upload a complete document set?
- Does September 30 govern the local Step Forward intake route for this application?
August 31 has already passed as of this review. Do not assume that means the dated 2026 program has closed, or that September 30 leaves enough time to meet the advance-upload requirement. Ask intake to resolve the dates for the available appointment.
Save the decision—not just the benefit description
The final file should show whether the application was approved, denied, left incomplete, or scheduled for follow-up; what action was authorized; and which account, vendor, equipment, or repair record applies. Do not infer a benefit from an intake worker’s request for more documents.

The application inventory keeps household records separate from official determinations; the calendar comparison identifies the unresolved discrepancy without choosing a deadline for an applicant. We did not apply, submit personal records, calculate income, obtain an appointment, or receive a benefit decision.
