Confirm the geographic route first

The County’s described route covers eligible homeowners and renters in Cuyahoga County outside the City of Cleveland. It names CHN Housing Partners as the administrator. A Cleveland mailing address or a County-wide information page is not enough to establish which application route applies to the property.

The County separately describes winter bill assistance and energy-crisis help. Those programs answer a payment question, while weatherization concerns improvements to the dwelling. Program comparison

Keep the application and the work scope separate

Build a short tracking record:

  • actual property jurisdiction and the administrator’s confirmation;
  • application status and any requested eligibility documents;
  • appointment and access arrangements for the home inspection;
  • the resulting recommended work; and
  • approval, scheduling and completion records supplied by the program.

Do not discard equipment or sign a private replacement contract on the assumption that a program will reimburse it. Ask the administrator what work, if any, is approved before making that commitment.
