North Royalton’s current new-home packet is not the 2023 checklist previously linked here. Its application is revised November 2025; the supplemental requirements and purchaser acknowledgment are revised July 2026. Check the individual page dates when assembling a file.
Keep the building and site bundles separate
The packet specifies two building-document sets and five site-document sets. It also calls for electrical-load, HVAC and energy-compliance information, plus the purchaser acknowledgment. These are distinct inputs, not seven interchangeable copies of one drawing.
An LSL packing check:

Reproduce the plan-review arithmetic
The supplemental page states $0.12 per square foot, measured from outside dimensions across all levels, including garages, decks and porches. This is a plan-review calculation, not a total permit-cost quote.
For an invented example, suppose the applicable areas total:
- House levels: 3,000 square feet.
- Garage: 600 square feet.
- Deck and porch: 400 square feet.
LSL calculation: (3,000 + 600 + 400) × $0.12 = $480. Counting only the 3,000 square feet would produce $360—$120 less in this example. These are arithmetic illustrations, not measurements of a real property. Ask the City to resolve any uncertainty about the chargeable area.
Resolve the paper-versus-online question before submitting
The packet requests hard copies, while the current Building Division page links Govwell online services. An online-service link does not establish that paper requirements have been waived.
Before printing or uploading, ask the department: “For this new-home application, which documents must be delivered on paper, which go online, and how should the review payment be made?” Use 440-582-3000 or the office at 11545 Royalton Road. The posted hours are 8 a.m.–4:30 p.m., closed noon–1 p.m.
If a download fails, return to the official forms directory. During this review its new-home link contained a duplicated directory path; the City-hosted PDF cited here was accessible after resolving the file from the site root.
What changed in this guide
September 12, 2026: LSL replaced two broken sources and the generic dependency register with the current packet comparison and independently reproduced fee example. We did not submit an application, test a Govwell account or prepare engineering calculations. Confirm filing instructions before spending money on copies or payment.
