A blank Orange County search is not enough to establish that a Belle Isle project lacks a permit. The City’s record-routing page says permits issued after 2010 will not appear on the County website and directs those records and inspection results to its UES service.
Start with the record—not just the address

The City’s wording supports a search route, not a finding about an individual property. Ask for the permit number, issue date, work description and inspection result; if a search fails, give the records office those identifiers before concluding the record is absent.
Check which UES link you are using
The City building hub links to its provider route. The City’s building-administration instructions identify Universal Engineering’s permit and inspection role. This is an official service relationship, not a recommendation to hire UES privately.
If the records link fails, ask the City’s building administrator at 407-581-8161 which route handles your permit; do not assume an inaccessible portal means a failed inspection. That telephone contact is for clarification, not inspection booking: the operative City instruction requires portal requests. Keep utility acceptance separate
The City page’s sewer paragraph refers to the health department as approving connection to “their sewer system.” That wording should not be copied into a confident claim that the health department operates the sewer utility.
Orange County’s current service page identifies Orange County Utilities as the contact for water and wastewater service, including customer service at 407-836-5515. Confirm the property’s provider and connection requirements there, while asking Belle Isle about its plumbing permit. Septic approval, plumbing inspection and public-sewer acceptance are not interchangeable records.
Scope of this comparison

The routing table identifies gaps and separate decisions; we did not search a private permit, submit an application or verify a particular property’s service. The precise 2010 transfer boundary remains unestablished by the cited City wording.
