Orange County’s official housing page says a homeowner must have owned and lived in the home for at least one year. A County Engage page updated July 1 repeats one year in its introduction, then lists at least three years in the qualifications.
Do not choose one silently. Save both pages and ask the County for a written, application-specific clarification before relying on either period.
Preserve the conflict exactly

The Engage page is newer, but it disagrees with itself. Recency alone cannot resolve which sentence the program will apply.

Keep sensitive values out of an ordinary shared worksheet. Store only document names, secure receipt IDs, and dates there.
Separate program purpose from eligibility
The main County page says the program addresses existing life, safety, health, and code violations for qualified homeowners. It also says applicants must meet very-low-income guidelines.
The Engage page lists accessibility, roofing, septic, HVAC, electrical, and plumbing among possible repair categories. Those are categories, not a promise that every item, system replacement, or code issue is eligible.
For each requested repair, retain:
- observed condition and who documented it;
- requested program category;
- urgency/safety information supplied to the County;
- inspection or assessment record;
- County-approved scope and exclusions;
- responsible permit and contractor records; and
- completion evidence.
The County determines qualified repairs and the assistance amount.
Income and funding records answer different questions
The County’s Annual Action Plan describes the rehabilitation program as serving very-low-income households at or below 50 percent of area median income. It also identifies planned funding for homeowner rehabilitation and administration.
Do not convert either into a household result. Preserve the program’s current income table, household-composition rules, proof period, submitted records, and written determination. Planned funding does not show current uncommitted funds or money reserved for one application.
A deferred second mortgage is not a grant
The Engage page describes assistance as a zero-percent deferred second mortgage, for as long as ten years depending on the assistance amount.
Before signing, preserve the complete note, mortgage, term, forgiveness or repayment language, occupancy and transfer duties, tax/insurance duties, default terms, subordination conditions, and release process. This article does not interpret those documents.
Keep these events separate:
- eligibility decision;
- approved repair scope;
- assistance amount and signed legal documents;
- contractor/work authorization;
- permits and inspections;
- program completion; and
- later satisfaction, release, forgiveness, or repayment record.
Ask a narrow written question
A useful County inquiry is: “For the Housing Rehabilitation application available on today’s date, what minimum ownership and occupancy period applies, which event starts that period, and which document records the County’s determination?”
Save the reply with the page versions. If the County updates the page, retain the previous capture and new effective wording instead of deleting the conflict history.

Local Service Ledger compared two live County program pages and the 2025–2026 Action Plan on August 25, 2026. We preserved the one-year/three-year conflict and organized the application and assistance records around it. We did not apply, submit private documents, inspect a home, interpret a mortgage, or receive a County clarification.
