Sanford residents need two separate checks: whether the recurring solid-waste line uses the rate effective for the billing period, and whether a planned bulk pile fits the address’s collection zone and material limits.
Check the statement period first
The City’s rate notice lists $25.13 per month effective July 1, 2026 for residential solid waste. Compare the service dates, not only the date the statement arrived. Keep the statement, the notice, and any City explanation if a prorated or differently classified line appears.
That published amount does not by itself show that a particular address is eligible for every setout described below.
Make a bulk-setout card
The solid-waste page divides bulk service into four zones. Record the service address, assigned zone, collection date, and the date the schedule was checked. Then screen the pile against each published boundary:

Photograph the separated pile with a visible scale before collection day. Do not mix construction debris or hazardous material into a qualifying yard or household setout; the City excludes those categories from the ordinary route. If one item fails a dimension or weight test, document the City’s alternate instruction instead of assuming the entire pile will be partially collected.
Keep a post-service photograph and any missed-collection request. The resulting record can explain both the recurring account charge and a one-time bulk event without treating the monthly rate as a promise that any material, in any volume, will be picked up.
