Winter Springs’ arbor page lists $25 for the first tree in an application and $10 for each additional tree. A three-tree filing therefore checks as $25 + 2 × $10 = $45. A dead or diseased tree is listed with no fee, but the City must classify the actual tree.
Keep credits separate from application charges
The same page assigns replacement credits by diameter at breast height, in bands from one through four credits, and shows $300 per credit for the banking row. Packet examples produce:

Those are arithmetic illustrations, not replacement instructions. Save the City’s measurement, credit determination, planting requirement, and whether banking is permitted in the case. Do not replace a planting condition with money unless the decision expressly allows it.
The City also identifies reinspection as another fee event. It should be added only when triggered, with the failed or incomplete inspection record attached. Use the current forms page at filing.
The final ledger needs four columns: filing fee, replacement credits, approved fulfillment method, and conditional charges. Combining them into one “tree price” would erase the decision points that create each amount.
