Pasco’s residential alteration checklist adds a substantial-improvement package when the property is in a Special Flood Hazard Area. That is additional documentation alongside the renovation plans—not a substitute for them and not a finding that the building exceeds a floodplain threshold.
The three-page alteration checklist covers residential structures with fewer than three units and work that does not increase square footage. It directs footprint expansion to a residential addition permit. Confirm that scope boundary before choosing the application.
Start with the work that changes the building
For nonstructural alterations, the checklist requests a scaled floor plan with room labels showing existing and proposed work. It calls for professional signed/sealed construction plans where work affects structural stability. Describe mechanical, electrical, plumbing and gas changes explicitly instead of labeling the whole job “cosmetic.”

The categories identify questions for the applicant and design professional. They do not authorize an owner to design structural, electrical or other regulated work.
Add the floodplain documents without losing the full scope
The checklist says substantial-improvement documentation is required with the permit package for a home in a Special Flood Hazard Area. Its site-plan fields include finished-floor elevation and drainage information. Ask Building Construction Services for the current floodplain package and how the complete renovation scope must be documented.
Send the same scope used in the building plans. Omitting trades or treating each contractor’s quote as an unrelated project can prevent the office from reviewing the actual work. Do not infer approval from a map screenshot or calculate the County’s determination from this article. The checklist alone does not establish a particular parcel’s status, valuation or permissible repair amount.
Do not reuse the PDF’s outdated administrative details blindly
The document references the 2020 building code, an undated eight-day average review time, and a Notice of Commencement for a project over $2,500. Those are not reliable statements of today’s code edition, turnaround or general notice threshold.
The current state notice provision describes providing the notice copy before first inspection for a direct contract greater than $5,000, with an existing-HVAC exception. Make a resubmittal answer the actual rejection
The checklist’s recurring disapproval reasons include missing dimensions, required signatures/seals, outdated contractor information and incomplete owner information. At revision stage it specifically identifies missing narrative and failure to delineate changes.
Pair each reviewer comment with a written response and the changed sheet or document. Preserve the accepted revision so the contractor and inspector use the same scope. A corrected upload is not itself permit issuance or a passed inspection.
