Before requesting HVAC replacement bids, make one packet with the old equipment labels, twelve months of electric use, maintenance records, a room-by-room comfort list, photographs of the air handler and outdoor unit, filter size, thermostat, drain, electrical disconnect, and accessible ductwork. Give the same packet to every bidder.

Then require each proposal to state how the new system was sized, the exact indoor and outdoor model numbers, what happens to the ducts and drain, who obtains the permit, which startup measurements will be recorded, and who closes the permit. Those fields matter more than a bid that contains only tonnage and a total price.

Why Tampa’s cooling load deserves a real evaluation

The National Weather Service’s 1991–2020 Tampa normals show 3,611 cooling degree days in a typical year. Normal monthly average highs run from 88.3°F to 91.2°F from May through September (Tampa climate normals). That does not determine the correct system for a house. It does explain why sizing, moisture removal, airflow, and part-load operation deserve attention in a replacement decision.

ENERGY STAR warns that oversized equipment may cycle too often, reducing comfort and service life. Its quality-installation guidance calls for sizing based on the home’s actual characteristics, airflow that meets the manufacturer’s specification, correct refrigerant charge, and duct evaluation (quality-installation guidance).

A contractor’s load calculation is not just a number to collect. Ask for the inputs that changed the result: conditioned floor area, orientation, window area and type, insulation assumptions, air leakage, number of occupants, internal loads, and duct location. If two proposals recommend different capacities, those inputs give you something concrete to compare.

Build the pre-bid record

Use this list before the first site visit:

  1. Equipment identity: Photograph the model and serial labels on both indoor and outdoor equipment. Record fuel type, thermostat, filter location, and any zoning controls.
  2. Operating history: Download monthly kWh use if available. Note repair history, drain backups, unusual sounds, odors, short cycling, and whether the present system maintains the set point.
  3. Room problems: List rooms that are warmer, cooler, humid, noisy, or weak at the register. Note whether the problem changes with sun, rain, doors, or time of day.
  4. Building changes: Record window, roof, insulation, addition, air-sealing, or duct changes made since the existing equipment was installed.
  5. Physical access: Photograph the equipment route, platform, attic opening, condensate termination, electrical disconnect, and obstructions. Do not enter an unsafe attic.

ENERGY STAR’s hiring guidance says a home evaluation should account for size, insulation, windows, ducts, leakage, and airflow. It also recommends written, itemized estimates with equipment efficiency and warranties (contractor-hiring guide).

Make every proposal answer the same questions

Price comparisons become more useful when the scope is normalized.

Check incentives before equipment is ordered

Tampa Electric currently publishes energy audits and a heating-and-cooling rebate path for eligible residential customers (Tampa Electric energy programs). Eligibility, equipment thresholds, documentation, and amounts can change. Check the live program and preserve the qualifying requirements before selecting a model; do not assume a salesperson’s rebate line is approval.

Also ask which party submits the paperwork and when. Keep the equipment pairing certificate, paid invoice, permit number, and any required startup record in the same folder.

Confirm the permit office and final record

First determine whether the property is inside Tampa or in unincorporated Hillsborough. The portals and inspection records differ.

Hillsborough County lists mechanical and electrical virtual final inspection types as necessary for eligible AC changeouts in its jurisdiction (Hillsborough virtual inspections). These pages describe local administrative paths; neither promises that every replacement qualifies for the same inspection method.

Before final payment, obtain:

  • the permit number and correct property record;
  • passed mechanical and electrical finals required for the scope;
  • exact installed model and serial numbers;
  • startup or commissioning measurements promised in the proposal;
  • warranty registration evidence and labor-warranty terms;
  • rebate submission or decision, if applicable; and
  • a written list of any unresolved corrections.

A final permit result is useful evidence of the jurisdiction’s inspection. It is not proof that every voluntary quality-installation recommendation was followed or that the system will meet a particular comfort or savings claim.
