If exterior paint is peeling, blistering, staining, or repeatedly growing mildew on a Tampa stucco wall, do not begin with a color choice. Begin with the water path and the failed layer. A new coating can hide a symptom briefly; it cannot repair an active roof, flashing, sealant, plumbing, irrigation, drainage, or wall-assembly problem.

Before seeking bids, photograph each failure in context, mark its height and orientation, note what is above and behind it, and record whether it changes after rain, irrigation, air-conditioning use, or a dry week. Ask bidders to price water-source correction and stucco repair separately from preparation and coating.

Tampa’s rainfall makes drying evidence important

Tampa’s 1991–2020 normal annual precipitation is 49.48 inches. The normal totals for June, July, and August are 7.37, 7.75, and 9.03 inches. Together, those three months account for 24.15 inches, or about 49% of the annual normal (NWS Tampa climate table).

That calculation does not prove rain caused a particular paint failure. It does show why “looks dry” is weak evidence after a wet period, especially on a porous masonry assembly.

EPA says uncontrolled moisture and water that does not dry from building cavities can contribute to rot, structural damage, and premature paint failure (EPA remodeling guidance). Its broader moisture-control guidance warns that coatings can fail when applied before porous materials are sufficiently dry and explains the role of site drainage, cladding, drainage planes, and flashing (EPA moisture-control guide).

Read the pattern before choosing the repair

Different patterns suggest different questions. They do not establish a diagnosis on their own.

Manufacturer blistering guidance lists several possible causes: heat on a sunlit surface, moisture moving through the wall, damp substrate, dew or high humidity soon after application, contamination, and inadequate preparation (blistering diagnostic). Use that as a question list, not a remote diagnosis.

Define the repair scope before the paint system

A useful proposal should state which party handles each of these steps:

  1. Stop active water. Repair the identified roof, flashing, joint, plumbing, irrigation, grading, or drainage source before coating. Preserve photographs and invoices.
  2. Evaluate the stucco. Mark hollow, loose, cracked, patched, and previously repaired areas. Structural or recurring movement needs qualified assessment beyond a paint proposal.
  3. Establish a sound surface. State how loose coating, chalk, dirt, biological growth, salts, and incompatible material will be removed without damaging the wall.
  4. Document dryness and condition. Identify the test method, locations, weather history, acceptable result, and who records it.
  5. Match repairs and primer to the substrate. Name patch, sealant, conditioner or primer, topcoat, number of coats, and required film thickness or coverage method.
  6. Follow the actual data sheets. Record substrate temperature, air temperature, humidity, rain/dew window, cure time, pH or moisture limits when applicable, and recoat timing.
  7. Make a test area. Use an inconspicuous area to confirm preparation, appearance, adhesion, and compatibility before coating the whole house.

Generic surface-preparation guidance says stucco should be clean and free of loose material and discusses cure and pH conditions (manufacturer surface-preparation record). Those values are not universal. A specialty masonry primer may have different limits from a general coating. The selected current product label and technical data sheet should control the written scope.

Avoid the universal “wait 30 days” answer

One generic technical page describes painting properly applied new stucco after about 30 days under normal drying conditions. Other product-specific guidance can allow earlier priming after the stucco is hard, dry, and within a stated pH limit. Weather, mix, thickness, repair material, and coating chemistry matter.

The practical rule is not a fixed calendar date. Require the proposal to identify:

  • the exact new or repaired substrate;
  • its installation date;
  • the selected primer and topcoat data sheets;
  • the acceptance test and result; and
  • the forecast and cure window for each coat.

If the bidder cannot say which data sheet controls, the scope is not yet specific enough.

A short bid checklist

Before choosing a proposal, confirm that it answers:

  • What is causing or feeding each failed area, and who fixes it?
  • Which coating layers and stucco areas will be removed or repaired?
  • How will cleaning avoid forcing water into openings or unsound stucco?
  • How will dryness, pH, adhesion, and compatibility be checked where relevant?
  • Which cracks and joints are patched, sealed, intentionally left open, or referred for another evaluation?
  • What exact products, coats, and application methods are included?
  • What weather and recoat limits apply?
  • What conditions are excluded from the warranty?

How this guide was assembled

Local Service Ledger combined Tampa’s federal climate normal with two EPA moisture records and two manufacturer technical records. We calculated the June-through-August share of normal rainfall, then built the worksheet around failure pattern, water source, substrate, preparation, product limits, and weather. We did not inspect a house or endorse a coating manufacturer.
