One Tampa Bay forecast cannot establish that every exterior wall is ready for paint. Build a separate record for each elevation and work period, then compare the observed wall conditions with the current instructions for the exact primer or coating.
The record should answer five different questions: What was forecast? What was observed at the surface? What did the selected product require? When and where was it applied? What happened during the stated protection period?
Start with the product, not a generic weather rule
Before recording weather, identify:
- manufacturer, product line, base, color, and sheen;
- primer or coating and coat number;
- substrate and its existing condition;
- label and technical-data-sheet revision or retrieval date; and
- the product’s stated temperature, moisture, humidity, rain, dew, recoat, and cure instructions that apply to the work.
Benjamin Moore’s exterior temperature guide treats temperature, humidity, rain, wind, and product choice as separate considerations. Sherwin-Williams’ exterior application FAQ likewise makes product choice and stated application conditions part of the decision. Neither page creates one threshold for every coating.
If a proposal only says “weather permitting,” ask what document and field observations will define that phrase for the selected system.
Give each elevation its own row
A north wall in shade, a west wall in direct afternoon sun, and a soffit protected from rain do not share one surface condition. The A Able Painting Company weather-window log contributes a useful field principle: repeat the record by elevation and work period rather than carrying one morning reading across the entire house.
Use this structure:

Use the same named elevation in photos, proposal rows, application notes, and any later warranty or correction record. That makes a condition retrievable after the crew and weather move on.
Treat the forecast and the wall as separate evidence
The National Weather Service’s Tampa climate record reports a 49.48-inch annual precipitation normal for 1991–2020, with each month from June through September above six inches. That is useful local context for planning a durable log. It does not predict rain at a particular address or determine whether a wall is dry.
For the project day, preserve the forecast source and issue time. At the wall, preserve the observation time and the instrument or method used. If the team records a surface-to-dew-point spread, show both inputs and the subtraction. Do not turn that result into a universal approval threshold; compare it with the exact product instructions and responsible applicator’s documented decision.
Use go, pause, and stop as record states
These labels organize the file; they are not technical approvals.

Never infer “go” because another elevation passed or because work began. The useful evidence is the responsible decision and its inputs at that location and time.
Close the record after application
The last brush or roller pass is not the end of the weather file. Record:
- the last application time for each elevation;
- the relevant product-stated protection and recoat windows;
- rain, dew, condensation, irrigation, washing, or other water observed during that period;
- who inspected the area and when;
- any affected boundary and photos; and
- the written disposition—accepted, monitored, corrected, or referred for manufacturer guidance.
Keep the final log with the estimate, product documents, colors, repair map, change orders, and closeout photographs. That file cannot prove performance, but it can show which conditions and instructions informed the work.
Source and method
Local Service Ledger reviewed one Tampa Bay contractor field log, two manufacturer guidance pages, and the NWS Tampa climate-normal record on September 2, 2026. We reorganized them into five evidence groups and a three-state decision log. We did not visit a property, measure a wall, evaluate a coating, or approve an application window.
