Before committing to delivery of a manufactured home in Vicksburg, establish whether the site can accept it. The City’s manufactured-home permit instructions put zoning, approved plans and utility documentation ahead of placement—not after a home arrives.

First question: is the proposed site eligible?

The City says the site normally must be zoned as a Manufactured Home District, meet minimum lot size and other zoning requirements, and accommodate only one manufactured home per individual pad. Its page does not give a numeric minimum lot size. A vacant pad or an existing utility connection is not evidence that a new placement meets those conditions.

Give Building & Inspection the exact site and proposed home information and ask for the applicable district, lot and pad determination. The department’s published number is 601-634-4528. These are City instructions; unincorporated Warren County has a different permit office.

Delivery depends on more than the placement permit

LSL’s dependency check separates three things that can otherwise get buried in a seller’s promise to “handle permits”:

  • Plans: the complete set needs approval from both the Zoning Administrator and Building & Inspection. Ask who will submit it and who will supply the approved copy.
  • Water and sewer taps: the applicant must present a receipt for payment of City tap fees. Ask who pays and supplies that receipt. The instructions do not state the amount, and an ordinary water-account deposit is not identified as a substitute.
  • Electrical permit: the City explicitly requires this before the home is located. Ask who obtains it and how its issuance will be confirmed before delivery is released.

Use those three answers to assign responsibilities between the applicant, seller, installer and any separately hired contractor. This is a planning aid, not a claim that a seller is legally responsible for every item.

Include skirting in the placement scope

The same City instructions require all manufactured homes to be skirted. Include that work in the agreed scope and ask the department which placement inspections and completion steps apply. The page does not provide a skirting specification, inspection calendar or complete fee schedule; those details should come from the applicable approval, not assumptions in a delivery contract.

Use the City permit directory to find the relevant applications. A receipt, plan approval and electrical permit serve different purposes; none should be represented as all-purpose permission to install the home.
