For a St. Cloud new structure, submitting a survey is not enough to book the next inspection: the City’s application requires survey approval before the inspection request. Its floodplain box also distinguishes the certificates accompanying the form-board and final surveys. The table preserves the form’s different wording for A and A or AE. It does not turn the omission of AE from the first certificate sentence into an exemption from every other requirement. Ask the City about the project’s complete conditions. Floodplain instructions
A practical handoff note for the surveyor and contractor
Keep one short note with the permit file:
- Permit/application identifier and structure address.
- Survey or certificate type, preparer, date and revision.
- Date submitted and the City’s approval or requested correction.
- Inspection you intend to request after that approval.
If a correction replaces a survey, retain the superseded copy but label it clearly. Otherwise, a contractor can schedule against an approval while holding the wrong document. This is LSL’s coordination aid, not an extra City form or a substitute for the professional’s certificate.
Resolve the zone before completing the box
The application offers A, AE and X choices; choosing one does not establish the property’s flood designation, design elevation or insurance status. Bring the parcel and proposed structure location to the appropriate City reviewer if the answer is uncertain. Do not infer an elevation from a street address or fill a missing value with zero.

Use the department for document-acceptance questions before calling the inspection line. These are City of St. Cloud, Florida contacts, not Osceola County’s general permitting route.

LSL read both pages of the City’s new-structure application in text and native layout and checked the department and floodplain contacts on September 21, 2026. We converted the form’s prerequisites into a survey-to-inspection handoff. We did not interpret a property’s flood map, calculate an elevation, examine an actual survey or determine that a structure is compliant.
