Osceola County lists water-heater and plumbing change-outs as quick permits that can be issued immediately online or over the counter. “Quick” describes the intake and issuance lane. It does not remove the permit-card posting, conditional Notice of Commencement, inspection, fee, or final-status records.
Build this seven-stage evidence chain

Do not store all seven stages under one filename called “permit.”
Confirm County jurisdiction before using the quick lane
Osceola County’s instructions apply to County permitting jurisdiction. A property inside Kissimmee, St. Cloud, or another authority may use a different office and process. Save the parcel address and authority confirmation before opening the County application.
An empty County permit search is not proof that no permit is required; it may mean the address belongs to another jurisdiction.
Select the plumbing record type
The County’s application page maps water-heater replacement to the Plumbing Permit record type. Its Permit Information page independently lists new and replacement water heaters among residential work requiring a permit.
Start the scope card with:
- property and unit location;
- existing and replacement equipment identifiers;
- fuel/energy type;
- whether water lines, drain pan/discharge, venting, gas, wiring, breaker, or disconnect work changes;
- permit applicant;
- total project value used in the filing; and
- proposed work date.
The record type does not let this article decide whether combined electrical or gas work creates another permit branch. Give the full scope to the County and preserve its answer.
Treat “issued immediately” as conditional
Osceola says residential water-heater/plumbing change-outs can be issued immediately online or over the counter and places them in its Quick Permits group. It also says these quick permits require the applicable product-approval information.
Immediate issuance depends on the application fitting that lane and meeting current requirements. Do not promise a permit number before the County accepts the file, and do not schedule work around an assumed same-day result.
Owner-builders use a different channel
The County page says owners acting as their own contractors cannot apply online. They must complete the Owner Builder Statement Affidavit with the permit application and deliver the file in person or by mail.
Record who is acting as permit applicant before selecting the channel. An owner’s portal account does not override the published owner-builder route.
Check the $5,000 Notice of Commencement branch
After issuance, Osceola says jobs valued above $5,000 require a notarized and recorded Notice of Commencement posted at the site. Preserve:
- the project value entered on the permit;
- the executed and notarized NOC;
- recording information;
- proof it matches the permit/property; and
- a dated site-posting record.

Post the Permit Card before inspection
The County instructs applicants to download the Permit Card from the Permit Center after issuance, print it, and post it visibly at the job site. Save the issued card and a dated posting record.
A portal application number or payment receipt is not the same as the issued card. Keep the permit number visible in every inspection request.
Close the permit after the final
Osceola says a permit is ready to close after the final inspection is approved and fees are paid. Preserve every scheduled inspection, result, correction, and reinspection until the permit status reaches final.
The County describes downloadable completion and occupancy records for particular permit families. Do not assume every plumbing-only change-out receives the same certificate. Save the final status and report actually available on the water-heater permit page.
Equipment operation, a paid contractor invoice, and manufacturer registration can matter to the homeowner, but none replaces the County final.
