An offline inspection lets you record work when internet service is unavailable or the County office is closed, then upload it for an inspector’s review. It is not the same as a live video appointment. Osceola County’s current inspection page describes both routes for its unincorporated jurisdiction.
Choose the inspection before choosing the camera views
Look up the relevant -V inspection code in the County’s current list. The linked video guide, marked September 18, 2020, gives inspection-specific views. Its examples include water-heater replacement and plumbing repipes; it is not permission to use video for every job.
The guide says offline recordings do not need a scheduled live appointment: the inspector schedules and results the inspection when reviewing the submission. Install the County’s specified app before recording. Offline instructions
Turn the County’s requirements into a shot list
The guide calls for job identification, the posted address, permit board and contractor identification, plus available permit documents, reviewed plans and applicable product instructions. Its plumbing examples require different evidence. A water-heater view includes identifying labels, relief/discharge components and the drain pan; a repipe requires visible joints, fittings and relevant penetrations. Have the responsible qualified contractor handle views requiring access to electrical components, roofs or concealed work. Do not remove a cover or enter an unsafe space merely to complete a video.
Upload, then check the inspector’s result
The County describes recording offline and uploading after internet access returns. The inspector reviews the video and updates the result; an upload by itself is not a passed inspection. Recorded inspection route
LSL recommends retaining the submitted version and a short note connecting any replacement recording to the inspector’s comment. That makes it easier to identify which missing view a later submission addresses without treating every upload as a new approval.
If you actually need a live appointment
Use the web portal; virtual appointments cannot be arranged by text. Select the -V code and include the video-request note, onsite contact name, device phone number and email. Missing contact information may cause cancellation. The page lists a 5 a.m. same-day cutoff specifically for live video, separately from ordinary weekday scheduling. Live-video instructions

This preparation guide was substantially rewritten after checking the County page and its linked PDF on September 12, 2026. LSL did not submit an inspection or test the app. The PDF’s old date and inconsistent page-count footer are retained as source limitations; confirm the applicable code and views with the County if its current instructions differ.
