Oviedo’s posted residential water schedule uses a $19.22 City base and marginal rates: $1.59 per 1,000 gallons through 3,000; $3.53 through 10,000; $6.66 through 15,000; $9.49 through 30,000; and $11.15 above 30,000. Reaching a tier does not reprice earlier gallons.

The inputs come from the rates page. Preserve full-precision arithmetic until the service subtotal, then round to cents. A small billing-engine rounding difference should be documented, not concealed.
Classify before escalating
Confirm the meter size, residential class, City or outside-City status, billed gallons, and statement service dates. The new-rates page helps identify the applicable change period. An address described as “Oviedo” for mailing purposes is not enough to establish utility classification.
These examples reproduce only potable-water rows. Sewer, reclaimed water, solid waste, stormwater, taxes, deposits, arrears, and adjustments can materially change the amount due and are intentionally excluded.
