Oviedo’s two rate pages show different inputs for the new fiscal year. On October 3, its general rate table still displays the older residential water prices reproduced below, while its change page has higher FY2027 prices. The displayed table uses a $19.22 City base and marginal rates: $1.59 per 1,000 gallons through 3,000; $3.53 through 10,000; $6.66 through 15,000; $9.49 through 30,000; and $11.15 above 30,000. Reaching a tier does not reprice earlier gallons.

The inputs come from the rates page. Preserve full-precision arithmetic until the service subtotal, then round to cents. A small billing-engine rounding difference should be documented, not concealed.
The outside-city row uses its own posted base and block prices. Multiplying the inside-city $41.64 subtotal by 1.25 would instead give $52.05 after rounding; that shortcut does not reproduce the published components.
Classify before escalating
Confirm the meter size, residential class, City or outside-City status, billed gallons, and statement service dates. The new-rates page helps identify the applicable change period. An address described as “Oviedo” for mailing purposes is not enough to establish utility classification.
These examples reproduce only potable-water rows. Sewer, reclaimed water, solid waste, stormwater, taxes, deposits, arrears, and adjustments can materially change the amount due and are intentionally excluded.
Compare the FY2027 column before choosing a billing basis
The change page explains that FY2026 adjustments began October 1, 2025. Its FY2027 column lists a $20.95 dwelling base and $1.73, $3.85 and $7.26 for the first three water blocks. Those inputs produce different City water components:

Ask which published schedule governs your statement, the applicable effective date and whether the statement straddles a change. The older reminder discusses November bills following the October 2025 adjustment; it does not by itself confirm the billing treatment of an October 2026 account.
Calculation and update method
LSL reread both City pages and recalculated all four displayed-table examples September 13, then repeated that comparison September 30. On October 3 we checked the residential rows and timing explanation again, reproduced the three FY2027 City examples and retained the unresolved billing-basis distinction. Each block applies only to gallons within that block; no household account or actual bill was reviewed. The October 2 reminder remains overdue until the applicable-period question is settled.
The fiscal-year explanation prevents reading the page’s “2026 October 1” heading as a new calendar-year October 2026 rate. It does not justify continuing to describe the older general table as unquestionably current after the fiscal year changes.
