Permit authority routing matrix for six local desks

This matrix answers the question that must come before a permit search: which government actually controls the address and scope? It preserves each desk’s authority split instead of flattening City, county, parish, and regional systems into a generic permit page.

Key findings

  • A postal city is not reliable authority evidence in the Tampa, Vicksburg, Monroe, or Orlando routes reviewed.
  • Cuyahoga Falls has a documented City-zoning to Summit-County-building handoff; a single local permit number does not represent both layers.
  • Jackson, Rankin County, and Madison County require separate routing, and Monroe and unincorporated Ouachita Parish publish distinct systems.
  • Application, issuance, inspection, and final or closed status are separate milestones in every complete project record.

Evidence sequence

Follow the record from the initial fact through the responsible authority. A later stage does not retroactively prove an earlier one.

  1. Boundary

    Save official parcel, map, municipal-status, or agency confirmation with the lookup date.

  2. Authority

    Identify the city, county, parish, zoning, building, utility, or road office for each scope element.

  3. Application

    Use the current authority form or portal and preserve the application identifier.

  4. Approved scope

    Keep the issued permit, approved plans, connected trade records, and later revisions.

  5. Inspection file

    Record requested and actual dates, results, corrections, and accepted reinspections.

  6. Closeout

    Save the final, closed, certificate, or release record named by the responsible authority.

Source scope
Six approved desk comparisons grounded in 35 official city, county, parish, mapping, portal, and application records. The table links each full desk guide and the principal government sources.
Timeframe
Government records were accessed July 30 through August 9, 2026. The desk routes were normalized on August 29, 2026.
Calculations and normalization
No permit need, fee, processing time, approval, or jurisdiction was inferred. Equivalent routing fields were aligned while desk-specific handoffs remained separate.

Limitations

  • The matrix does not classify a private parcel or determine which permits and reviews a project needs.
  • A route can change through annexation, government process changes, road ownership, or project-specific referral.
  • Named municipalities outside the compared paths retain their own authority and are not covered by a nearby City or county row.
  • An issued permit does not establish contractor quality, complete scope, or a passed final inspection.
